Public Finance & Coordination Expert
Job Description
The consultant will work under the guidance of the ADB project officer and ADB team members to undertake work on state-level information documents, presentations and report preparation for strategic engagement with various states, and long-term engagement with Central Ministries. He/she will be responsible for day-to-day coordination for the work amongst ADB team and sector experts. Based on guidance from the ADB team, the consultant will undertake secondary research and data analysis for undertaking several analyses to arrive at important insights and will provide project management support for particular states. He/she will be stationed at Lucknow, Uttar Pradesh.
Project Description
a) Support in conducting diagnostic studies and upstream knowledge work on identified and agreed
thematic areas for strategic engagement and identifying downstream innovative and high-impact projects/programs based on these.
b) Support in revisiting the medium-term fiscal framework of the state as well as local bodies, particularly in the aftermath of the COVID- 19 pandemic, with focus on resource mobilization and bringing expenditure efficiency to sustain higher growth.
c) Identify capacity enhancement needs of the state, including cross cutting areas such as planning, budgeting, financial management, monitoring and evaluation, statistical systems, digital governance, and service delivery at the level of state government and local governments, and support States to undertake comprehensive capacity enhancement at all levels.
d) Identify early bird projects in critical priority areas.
e) In addition to the strategic approach to engagement with the States, ADB is also engaging with some
Central Line Ministries to undertake knowledge work prioritized by the Ministry, assisting in long term strategy formulation, and investments in priority areas.

"A post-graduate degree in economics, accountancy, business management or related specialized fields is required."

"At least 12-15 years of relevant professional experience in project management, infrastructure strategy and experience in government consulting"
