Job Description
The executing agency, UTDB is proposing the Holistic Development of Tehri Lake & its Catchment Project with various subproject components in six clusters comprising; (i) water adventure and dam learning cluster in Koti, (ii) rural and eco-tourism cluster in Tiwargaon, (iii) cultural gateway cluster in Dobra Chanti, (iv) commercial and information cluster in New Tehri, (v) organic and historic cluster in Madannegi, and (vi) comprehensive Tehri Lake cluster. These subprojects are at the mixed stages of maturity, vaiability/feasibility, and readiness; and require further screening and enhancement in terms of (i) technical, economic, and financial soundness; (ii) suitability for ADB’s sovereign financing in view of ADB’s priorities in Strategy 2030, climate change and food security financing, Sustainable Development Goals, and value for money in terms of private sector involvement; (iii) readiness for ADB financing assuming the project will be considered for approval in early 2024; and (iv) and other factors.
This rural infrastructure specialist is expected to lead the above screening/enhancement of the subproject components through coordination with the executing agency/UTDB, detailed project report (DPR) consultants engaged by UTDB, and other consultants engaged by ADB in parallel to the rural infrastructure specialist, namely (i) Tourism destination development specialist, (ii) Economic and financial feasibility specialist, (iii) PPP specialist, (iv) Climate change and environment, and (v) Livelihood enhancement, gender, and social specialist.
