Job Description
1. Assume lead role for baseline socio-economic study and community development needs analysis
2. Ensure compliance to ADB social safeguards
3. Support formation and registration of Shoreline Management Organizations (SMOs)
4. Training & capacity building of SMOs
5. Support identification, selection and design of the community pilot projects (e.g. tourism, fishery)
6. Support preparation of adaptation guidelines, training modules, and awareness
7. materials with special reference to strategies and mechanisms for community- based coastal protection programs.
8. Registration of SMOs (end of 18 months)
9. Training of SMOs
10. Prepare SMO Work Plan and budget estimates
11. Prepare SMO work and Fund disbursal reports
Project Description
The project objectives are to address the immediate coastal protection needs and coastal instability using environmentally and socially appropriate solutions for sustainable management, development and use of the coastal environment, in addition to enhancing institutional capacities for effective shoreline management and development.
The Project will include (i) sustainable shore protection measures implemented and (ii) Capacity for sustainable and integrated shoreline protection enhanced. The project will mainly support reduction in coastline erosion and instability through implementation of 3 to 4 identified sub-projects at three coastal locations of the state.
Consultant will support in project management, design of subprojects, providing required technical and construction supervision support in implementation of identified subprojects
Screening Criteria 1
Academic Qualification: Post-graduation degree in Social Sciences/Social Works
Screening Criteria 2
Preferable to have a Diploma in Rural Development/Community Development
Screening Criteria 3
Minimum of 10 years of "hands on" experience in community engagement/ development
Screening Criteria 4
Should be familiar with CBO related regulations and promoting livelihood activities

Having work experience in community projects

Must have experience in promoting and nurturing Community Based Organizations/SMOs/SHGs

Must have local language knowledge and communication skills
