Project Description
The Karnataka Integrated and Sustainable Water Resources Management Investment Program (KISWRMIP) is a
Multi-tranche Financing Facility (MFF) program of the Government of Karnataka funded by the Asian
Development Bank (ADB). The program became effective in 2014 comprising 2 tranches. Tranche 1 was
successfully completed by end of 2019, while Tranche 2 became effective from January 2020. The main
objective of the program is to improve water availability to meet competing water demands in selected
river basins by implementing integrated water resources management (IWRM) in the State.
The Karnataka Water Resources Information System (KWRIS) was operationalized during Tranche 1 and was
hosted in the State Data Centre for use by various stakeholder departments. KWRIS is a resourceful
database and has brought all the water related data into a single repository for quick access and
retrieval. As part of Tranche2, various Decision Support System (DSS) tools are being developed. The
important DSS tool under development is the Remote Sensing toolbox utilizing vast Earth Observation data
that is available in public domain. Google Earth Engine (GEE) is an important tool in this regard. It
combines a multi-petabyte catalog of satellite imagery and geospatial datasets with analysis
capabilities and makes it available for scientists, researchers, and developers to detect changes, map
trends, and quantify differences in the Area of Interest (AOI). These datasets can be accessed and
analysed through custom codes for specific real world water resources application.
The objective of the assignment is to develop algorithms, tools and outputs related to water resources
management and agricultural monitoring. The outputs of the GEE will feed into the KWRIS portal and
interfacing IT applications and integration of various water-related datasets.
Screening Criteria 1
"Postgraduate qualification in Geospatial Science, Computer Science, Earth Science or a related field such as Remote Sensing and Geographic Information Systems, Ph.D is preferable"

"At least 3 years of experience working in the field of water resources, irrigation, or natural resources sector using Remote Sensing data and GIS software & tools"

"The specialist must have experience in developing scripts in Google Earth Engine and a portfolio of work to demonstrate this."
Screening Criteria 4
Programming knowledge in Python and JavaScript is desirable.

Working knowledge of Amazon Web Services (AWS) and Google Cloud Platform is desirable.

"Working knowledge to integrate publicly available application programming interfaces (APIs) for data visualization."
