Job Description
The National MASSCOTE Specialist will support ACIWRM staff, the National Irrigation Modernization expert
and the International MASSCOTE expert and others in collecting and analysing the data for MASSCOTE and
building the capacity of WRD engineers in using MASSCOTE methodology by supporting the 2-week long
workshops
Project Description
The Karnataka Integrated and Sustainable Water Resources Management Investment Program (KISWRMIP)
tranche-2 funded by the Asian Development Bank (ADB) became effective in January 2020. The main
objective of the program is to improve water availability to meet competing water demands in selected
river basins by implementing Integrated Water Resources Management (IWRM) in the State. In this regard,
it is planned to conduct MASSCOTE studies on some of the irrigation systems to develop the capacities of
WRD engineers and prepare comprehensive report for each system. ACIWRM propose to engage an
international and national specialist to undertake this task and provide training on irrigation
modernization.
Screening Criteria 1
Graduate qualification in Civil Engineering with more than 20 years of experience.
Screening Criteria 2
At least 15 years of experience working in the field of water resources and irrigation sector
Screening Criteria 3
"Mapping Systems and Services for Canal Operating Techniques (MASSCOTE) training workshops and MASSCOTE studies in at least 2 projects in India"
Screening Criteria 4
"Worked as Faculty/ Resource person in training government engineers in at least 3 training programmes in the subjects of IWRM / Irrigation Modernization / MASSCOTE"
Screening Criteria 5
Demonstrated experience in gathering and analyzing data for RAP sheets
Screening Criteria 6
Strong oral and written communication skills in English, interpersonal and presentation skills

Ability and willingness to participate in a multi-disciplinary, innovative and enthusiastic team
Screening Criteria 8
Knowledge of Kannada (to speak, read and write) is desirable
