Job Description

The expert/advisor will support the Asian Development Bank’s efforts to conceptualize the web-based portals as per the felt need of the stakeholders along with providing support to all the web-based portals as and when requested by the DPIIT stakeholders. The expert will work closely with all the stakeholders from DPIIT and other government and non-government stakeholders to coordinate amongst the actors including ADB, DPIIT and other relevant departments. The expert will draw on her/his past experience of working extensively on gathering user feedback for the web-based portals, implementing GIGW standards, portal development process and work flow automations (if any), reporting and management, e-governance and information management with government organizations, and Government of India organizations.

Project Description
Asian Development Bank (ADB) is extending capacity building support to Department of Logistics under the
technical assistance program for supporting Logistics Sector Development. Under this, ADB is requested by Logistics Department to extend IT Capacity Building Support for the various web portals which are already launched and under execution/planning by the department for the industry stakeholders. The IT Capacity Development Web Consultant is expected to deliver the following:
1. Handholding department and other stakeholders for advisory and strategic support for managing the
vendors, hosting services and enabling smooth launch.
2. The expert will give the recommendations, suggesting the incorporation/optimization/modification of
best practices for the web based portals.
3. The expert will take guidance and work closely with the ADB team to provide inputs, take feedback and
come up with the required outputs for the assignment
Screening Criteria 1
"The expert should preferable have an Engineering Degree in Electrical / Electronics / Computers / Information Technology or Masters in Computer Science."
Screening Criteria 2
"The expert should have at least 20 years of experience in conceptualizing IT web systems for national level implementation in a multi-stakeholder participation ecosystem. "
Screening Criteria 3
"He/she should have expertise in designing systems integrating multi-level regulatory or administrative authorities like Central Government, State Governments, Ports, Customs, etc.,"
Screening Criteria 4
"The expert should have excellent communication skills and prior experience in undertaking consulting assignments for senior government clients. "
